一踏上西雅图的土地，马上就感受到,西雅图凉爽的气候简直不可思议。七月盛夏，外出时还要披一件薄衫。我在心里惊呼，天哪，简直就是深秋的气候！朋友介绍说，这就是典型的西雅图气候，一年三百六十五天里，有二百多天是小雨纷飞的日子，西雅图常年多雨，因此绿树成荫。公路两旁整片整片的参天大树，给人超尘出世的冥想。更绝的是干净、整洁的街道，处处飘着浓郁的咖啡香味，人们走在街上目光所触及到的地方都能收获一个微笑。

　　这就是位于美国西海岸的西雅图，是美国有最多富人居住的地方。它因电脑大王比尔?盖茨编织的神话故事而举世闻名，也是世界瞩目的波音航空生产制造创意的发祥地。

　　这次应中美清洁能源论坛创始人联名主席、美国国家船务公司“Saltchuk资源”名誉主席、华盛顿大学董事会主席、前参议院商务委员会法律总顾问Stanley Barer 先生的邀请，欧美同学会企业家联谊会会长、中国直升机产业发展协会主席、中国通用航空协会会长、美国美中投资基金有限公司董事局主席徐昌东先生及夫人一行于美国时间2012年7月16日晚抵达西雅图。

　　抵达当晚，Stanley Barer先生及夫人Alta Barer 女士在家中设晚宴，热情款待了徐昌东主席及其随行人员。在轻松欢快的气氛中，徐昌东主席与Stanley Barer频频举杯，娓娓而谈。整晚的宴会都沉浸在一片欢声笑语之中。

　　次日，徐昌东等人乘坐Stanley Barer先生的私人飞机到达了他在太阳谷的私人豪宅参观游览。约8000平方米的欧式古典豪宅，座落于美丽的爱达荷州南部苍茫的群山之中。一处世外桃源般的宜人之地，半个多世纪以来，这里是冬可滑雪，夏可狩猎、垂钓，吸引着众多名流，无数世界级的滑雪高手和垂钓高手来此一展身手。除了冬季滑雪之外，太阳谷至美的景致和舒适的生活环境，使此地成为终年都适合游览的度假胜地。Stanley Barer先生特意为徐昌东主席的此次的造访，安排了2006年曾在比尔?盖茨家为出访美国的胡锦涛主席准备晚宴的厨师Micheal先生亲自下厨为徐昌东会长烹饪美味佳肴。同时，还邀请了高盛（亚洲）副董事长Carlos Cordeiro和美国华盛顿中心主席、前驻比利时大使 Alan Blinken先生及夫人一同参加。晚宴上，大家对中美两国贸易发展现状，尤其是近几年中国通用航空产业的发展现况及机遇进行了广泛交流。

　　徐昌东主席介绍到2010年11月14日国务院发布了《关于深化我国低空空域管理改革的意见》，对深化我国低空空域管理改革作出明确部署，意味着长久以来受空管体制束缚的低空空域终于逐步放开。这被视作中国低空开放的信号灯，一个巨大的产业链由此开启。回顾30年前小平先生率先打开了中国南大门，从此手机、汽车等高科技项目源源不断地涌入中国，从而带动了消费市场的繁荣发展。他说：低空开放意义重大，相当于25年前开放了手机频道。手机今日在中国广泛使用的繁荣景象大家有目共睹。从20年前第一辆桑塔纳轿车进入中国，到20年后的今天我国轿车产能远远超过美国。低空的开放比拟民用轿车及手机的普及，按照后两者的发展态势，若干年后，我国通用航空器的发展将无可限量，航空飞行器产业链的延伸及发展将像今天的燃油能源一样，牵动每一个人的心。据统计，目前我国登记在册的通用直升机数量为200多架，平均每800万人才拥有一架直升机，为世界平均水平的1/50。就救援直升机而言，截至目前中国只有数百架，平均每2000万人才拥有1架，远远低于许多发展中国家的救援直升机水平。2008年在中国四川省汶川发生了灾难性的大地震，因缺少救援直升机而错失黄金救援时间，导致大量伤亡，这使国人意识到直升机在紧急救援中具有不可替代的作用。通用航空飞行器成为我国紧急救援的短板，也是通用航空有望成为我国经济结构发展的新兴增长点。由此可见，中国天空印满了钞票，“钱”景无限。

　　Stan Barer既是华盛顿州中美贸易关系的创立者，也是华盛顿商务委员会国际贸易董事局的成员。作为西雅图中美贸易的先驱，他说中国现在已经是美国最大的进口国，虽然中美两国在文化上有很大的差异，但是他相信中美两国的贸易关系在今后一定会更加密切。作为华盛顿中心的董事会成员，他还着重介绍了“华盛顿中心”这个美国首屈一指的学术实习计划。

　　华盛顿中心主席、前驻比利时大使Alan Blinken说华盛顿中心可以为中国的大学生提供最好的实习机会，可以将他们安排到DOT、美国联邦航空局（FAA）或其他航空监管机构或行业协会实习。

　　三天的西雅图之行很快就结束了。每每想起西雅图、太阳谷，闭上眼睛，脑海里就会浮现出爱达荷州太阳谷的山明水秀、百卉含英；Stanley Barer先生家门外的那条小溪（河），弯曲的小溪（河）凝神屏气，缓缓流过，像一面明镜，映的出一天云影；大家握竿垂钓，谈笑风生，悠然自得的景象；以及翌日傍晚，细细的绿草，青嫩得让人舍不得去触摸的高尔夫球场。坐在山顶上的俱乐部里，随风轻听着从远到近传来苏格兰男子吹着悠扬的风笛。那音乐就像是天堂里飘下来的仙乐，在一片旖旎的风光中荡漾。

　　Romantic Trip to Seattle and Sun Valley

　　The minute we arrived in Seattle, I was immediately amazed by its incredible cool weather. Even though it was July--the midsummer, I had to take a thin coat with me when I went out. I cried out in my heart, “Oh, it’s totally like the late autumn.” A friend of mine explained that it was the typical summer of Seattle. There are more than 200 rainy days in a year. As it rains all the year, trees grow quickly and shade the streets. Numerous lofty trees along sides of roads give people an allusion as if they were in another peaceful and extraordinary world. What most impressed me was the clean and tidy street above where strong coffee aroma was floating. When we were walking on the street, we could get a smile wherever we set our sight.

　　This is Seattle on the west coast of America which is the city of the most population in United States. It is famous for the legend of the computer genius Bill Gates, and it is also the birthplace of the manufacturing originality of world-renowned Boeing aircraft.

　　Invited by the founder and co-chairman of US-China Clean Energy Forum, Honorary Chairman of US National Shipping Company Saltchuk Resources, the Chairman of the of Board of Washington University, former general law counsel of Senate Commerce Committee Stanley Barer, President of West Returned Scholars Association Entrepreneurs Alliance, Chairman of China Helicopter Industry Development Association, President of China General Aircraft Association, Chairman of US-China Investment Capital Inc, Mr. Xu Changdong and his wife, together with other fellows, arrived Seattle in the evening of July 16th, 2012.

　　On the night of July 16th, Mr. Stanley Barer and his wife Mrs. Alta Barer held a dinner at their home, and warmly entertained Mr. Xu Changdong and his fellows. Under the relaxing and pleasant atmosphere, Chairman Xu and Mr. Barer had a wonderful time as they talked freely and merrily with each other. The dinner of that night was totally immersed into joy and laughter.

　　On the next day, Mr. Xu Changdong and his fellows visited Mr. Barer’s villa on the Sun Valley by taking Mr. Barer’s private jet. The classic European-style villa of about 8000 square meters is located among boundless mountains on the south of beautiful Idaho. Across the half century, this extraordinary pleasant land has attracted many celebrities and assembled numerous skiing and angling aces to prove their skills since Sun Valley is a good place where you can ski in the winter and hunt and fish in the summer. Sun Valley became the holiday paradise for its perfect beauty and comfortable living environment. Just for Xu’s visit, Mr. Barer specially arranged Russel Lowell, who prepared dinner for Chairman Hu Jintao in 2006 when he paid a visit to Bill Gates’ mansion, to cook delicious dishes for Mr. Xu Changdong. Vice Chairman of Goldman Sachs (Asia) Mr.Carlos Cordeiro and Chairman of Washington Center and former Ambassador to Belgium Alan Blinken were also invited to the party. At dinner, they had discussions about the current US-Sino trade relationship, especially recent development situation as well as future opportunities of China general aviation industry.

　　Chairman Xu introduced that China State Council released Advice on Promotion of the Reformation of China Low Altitude Administration on 14th Nov. 2010, which drew a blueprint for the low altitude aviation administration. That means the low airspace, long-time restricted for general aviation, has gradually became open. It is a signal of China low altitude opening, and a large industrial chain has been started since then. When we look back, we’ll find that since 30 years ago when Mr. Deng Xiaoping opened the south gate of China for the first time, mobile phones, cars and other high-tech projects have been swarmed into China and accelerated the development of consuming market. He said that the meaning of low altitude opening is significant, just like the opening of mobile phone market 25 years ago. Today, the prosperity of the use of mobile phones in China is witnessed by everyone. 20 years ago, the first Santana came into China, but 20 years later, the car productivity of China has much surpassed that of America. If we compare the low altitude opening with the popularity of cars and mobile phones, according to the development trend of the latter, we can predict that several years later the development of our general aircraft will be very promising. The extending and development of aircraft industrial chain, like today’s fuel energy, will tension everyone’s heartstrings. According to the statistics, there are more than 200 registered general helicopters in China, one helicopter per 8 million people on average, which is 1/50 of the world level. As for the rescue helicopters, there are only over 100 rescue helicopters in China, one helicopter per 20 million people on average, which is much lower than the level of many other developing countries. In 2008, a catastrophic earthquake took place in Wenchuan city, Sichuan province. Great mortality was caused because we missed the best rescue time for the lack of rescue helicopters, which made Chinese people realized the importance of helicopters in emergency rescue work. General aviation aircraft became the weakness of emergency rescue, but it’ll probably become new growing point in the development of our economic structure. Obviously, the sky over China is filled with money, and we’ll surely have a promising future.

　　Mr. Stanley Barer is not only the founder of US-Sino trade relation in Washington, but also a member of International Trade Board of Washington Commerce Committee. As the pioneer of Seattle US-Sino trade, he said that China has become the biggest importing country to America, although there are many cultural differences between the two countries, he believed their trade relationship will definitely get much closer in the future. As a member of the board of Washington Center, he also introduced the Washington Center, one of the best academic internship program.

　　Chairman of Washington Center and former Ambassador to Belgium Alan Blinken said Washington Center can offer the best internship opportunities to Chinese students, and arrange them to have internships at DOT, FAA or other aviation regulatory or industry association.

　　Three day’s Seattle trip soon came to an ending. Every time I think of Seattle and the Sun Valley, when I close my eyes, green hills, clear waters, and various blossoms will immediately emerge in my mind; the brook outside Stanley Barrer’s house seems to hold its breath slowly flowing away and it is just like a mirror, reflecting a sky of clouds; all of us are easily fishing, cheerfully talking and leisurely enjoying; and under the setting sun, green grass on the golf course is so soft, which makes you unwilling to touch it; when sit in the club on the top of the hill, you can hear an Scotland boy playing bagpipes, and the melodious music seems like an melody from paradise, floating in an exquisite scenery.
